About Ms. Nassen
Ms. Nassen has 32 years of experience in the legal profession and brings that expertise to her many duties in her current position at the Tucson city attorney's office. Among them are advising the elected and appointed officials in litigation and assisting in drafting and negotiating commercial and real estate agreements. She also works with the finance department on the issuance of government bonds.
Ms. Nassen received a Bachelor of Arts in philosophy and anthropology from the University of Northern Iowa, graduating summa cum laude in 1986. Though she originally applied to graduate programs and was accepted into a prestigious university's doctoral program for sociology with a full scholarship, she declined the full scholarship in favor of soul-searching, which led her to law.
The intellectual challenge of the law appealed to Ms. Nassen, and she knew how to apply her intellect to the solving of real-world problems. She went on to receive a Juris Doctor from the James E. Rogers College of Law at the University of Arizona, graduating summa cum laude in 1992. After clerking for Justice Frederick Martone on the Arizona Supreme Court, she began her legal practice with a large national law firm, Snell & Wilmer. In 2003, she turned to the public sector, working in the Civil Division of the Pima County Attorney's Office until 2021 when she joined the Tucson City Attorney's Office.
Ms. Nassen's Work in Legal Ethics
Over the years, Ms. Nassen has gained extensive experience in legal ethics. In 2018, she was appointed to the newly formed Arizona Supreme Court's Ethics Advisory Committee and served on it for five years. During her tenure with the Pima County Attorney's Office, she served as the office's Chief Ethics Counsel and taught many ethics classes. In more recent years, she assisted a task force formed by the Arizona Supreme Court to explore revisions to the Arizona Rules of Professional Conduct to address the unique ethics challenges faced by government-employed lawyers, and she is currently a member of the Arizona Commission on Judicial Conduct.
Ms. Nassen's accomplishments were acknowledged when she was named the State Bar of Arizona's 2024 Member of the Year.
"It was largely a recognition of my work on legal ethics. When I was at the county attorney's office, where I worked for almost 18 years, I was their chief ethics counsel. I developed a lot of expertise in the ethics rules and how they apply, particularly for government lawyers," Ms. Nassen explains.
Ms. Nassen attributes her success to the fact that her work is both meaningful and impactful. She is motivated by the complexity of the challenges she faces and finds her work to be satisfying and fascinating. Additionally, she works tenaciously in any role she takes on. She claims she has never met a legal puzzle that she hasn't found intriguing. It doesn't matter which area of the law there might be an issue, she is ready to dig in.
