This communication contains the English translation of amended sections 1; 4; 5; 7; 8; 10; 10 Bis; 11; 13 and 14 of the bylaws of Telecom Argentina S.A. (“Telecom”) as approved at the General Ordinary and Extraordinary Shareholders’ Meeting held on August 31, 2017 (such translation as attached herein as Exhibit 1).  Such bylaws will take effect as of the date the proposed merger between Telecom and Cablevisión S.A. becomes effective under Argentine law.
