Hawaii finalizes deal to use chilled seawater to cool state office buildings in Honolulu

Tuesday's announcement comes almost a year after the state Department of Accounting and General Services reached a preliminary deal with HSWAC that is expected to save taxpayers more than $1.4 million annually.
