                          RE: NOTICE OF REQUISITION OF

                          EXTRAORDINARY GENERAL MEETING


    London, UK - 17 November 2006: The Board of Spirent Communications plc
("Spirent") (LSE: SPT; NYSE: SPM), a leading communications technology company,
has received today notices pursuant to section 368 of the Companies Act 1985
from Banc of America Securities, LLC (on behalf of Sherborne Investors GP, LLC),
Artemis Investment Management Limited and Credit Suisse Asset Management
Limited.

    The notice asks the directors of Spirent to convene an Extraordinary General
Meeting of shareholders to consider the following resolutions: the removal from
office as a director of the Company of John Weston, Andrew Given and Frederick
D'Alessio, and the appointment as a director of the Company of Edward Bramson,
Ian Brindle, Gerard L Eastman Jr. and Alexander Walker.
